On 30 th September 2021, Launching Ceremony and Webinar for Guidelines Module for Higher Learning Institution: Risk and Crisis Communication for Public Health and Institutional Resilience were held virtually.

Prof. Dr. Azmawani Abd Rahman led her team from Universiti Putra Malaysia (UPM) has developed a risk communication module that can be used as a risk management tool throughout the stages of crisis for a wide range of institutions in the Malaysian context. Focusing on the importance of communication during disasters and communication barriers and challenges, this module highlights an action plan or risk communication strategies and offers best practices and suggestions for HLIs throughout the preparedness, response, and recovery stages when faced with disaster.

To successfully develop the module, the team made engagement with 41 selected experts of risk management, workplace occupational safety and health, corporate communications, and university top management to develop the module, while the technical approach was designed and coordinated by researchers from Universiti Putra Malaysia (UPM) in collaboration with the Ministry of Higher Education (MoHE). In addition, 449 local and international students from 19 public and private universities, polytechnic, and community colleges were also involved in data collection.


The ceremony launching ceremony of the module was officiated by Datuk Seri Dr. Noraini Ahmad, Minister of Higher Education. After the launching ceremony, an online webinar, Risk and Crisis Communication for Public Health and Institutional Resilience, was held by the team in UPM with the collaboration of MyOHUN and MoHE as a strategic partner.


Prof. Dr. Azmawani Abd Rahman, Director of Corporate Strategy and Relations UPM, Assoc. Prof. Dr. Rafee Baharudin, Director at Office of Occupational Safety & Health Management UPM, and Prof. Ir. Ts. Dr. Ahmad Rasdan Ismail, Director at Centre for Management of Environment, Occupational Safety and Health (CMeOSH), Universiti Malaysia Kelantan (UMK), are the speakers for the webinar to more than 300 Malaysia’s HLIs management personnels and staffs.
